Xu Zuyuan pointed out that due to the slowdown in the pace of world economic recovery, unbalanced supply and demand of transportation capacity, and rising operating costs, the global shipping industry is generally in a downturn, the market is low, and it will take a long time to get out of the “swamp”. The global industry must enhance confidence, maintain rationality, and work together to share responsibilities and risks. The government departments also need to strengthen cooperation and establish a stable development environment through the rational establishment of market rules to jointly maintain the orderly operation of the international shipping market.

While calling on Asian shipping and the logistics industry to strengthen cooperation and help each other, and give full play to the advantages of Asian factors, Xu Zuyuan made three suggestions.

The third is to insist on mutual benefit and win-win situation, and strive to consolidate and enhance the status of Hong Kong as an international shipping center. The Ministry of Transport will implement the preferential policies for Hong Kong in the framework of CEPA ("China and Hong Kong Closer Economic Partnership Arrangement"), and support Hong Kong's role in logistics cooperation in the Pan-Pearl River Delta region.
