The selection of the 2010 Science and Technology Progress Award of the head office was launched at the end of 2010. In the past, five first prizes for scientific and technological progress were selected each year, and then a special prize was awarded from the quota. The Grand Prize allows for vacancies, but once it appears, it means occupying the first prize. In 2010, the head office broke the rules and made the special prizes separate into items, no longer occupying the first prize.
