As an important measure for the implementation of the new policy of driving test reform, on December 14, 2015, the Ministry of Public Security and the Ministry of Internal Affairs of the United Arab Emirates signed the Memorandum of Understanding on Mutual Recognition of Redemption of Driving Licenses, clarifying that the two drivers’ licenses are exempt from each other. Recognize the exchange, and facilitate the citizens of both sides to drive in the other country. On March 14, 2016, the memorandum of understanding on mutual recognition of the driver's license between China and Argentina came into effect.
According to the Memorandum of Understanding, both the People's Republic of China and the United Arab Emirates recognize the valid driving license issued by the other party. The Chinese small car (C1), small automatic car (C2) driver's license and the UAE light car driver's license can be mutually exempted from redemption. For Chinese citizens who have long-term residence in the UAE and obtained a residence visa, they can apply for a UAE driving license without a Chinese driver's license. For short-term stays, they can drive directly in the UAE with a Chinese driver's license during the validity period of the visa. . For UAE citizens who have stayed in China for a long period of time and obtained a residence permit, they can take the UAE driving license to re-exempt the Chinese driver's license. For short-term stays, they can exempt the temporary driving license that is consistent with the validity period of the visa. Need to be reminded that direct driving or exemption to change the driver's license should comply with the body, age and other conditions of the driving license in the country. The reciprocal policy applies only to the citizens of both countries. Non-United Arab Emirates citizens hold the UAE driving license. Non-Chinese citizens hold the Chinese driver's license. The mutual recognition and redemption rules are not applicable. In other words, Chinese citizens holding the UAE driving license can not be exempted from redemption of the Chinese driver's license.
The realization of mutual recognition and redemption of driving licenses in China and Albania is of great significance to promoting economic and cultural exchanges between the two countries and facilitating the travel of both citizens. In order to implement the mutual recognition and redemption policy, the Traffic Management Bureau of the Ministry of Public Security has issued a special notice to require local public security traffic control departments to strictly implement the provisions of the MOU, optimize the window service, strictly review relevant information, and strengthen road enforcement management. Ensure that mutual recognition and redemption work is carried out in a standardized, convenient and efficient manner. At the same time, strengthen social propaganda and inform, widely publicize the specific policies and requirements for mutual recognition of driver's licenses, prompting both drivers to abide by the other party's traffic laws and regulations. In addition, the Ministry of Public Security has taken note of the Embassy of the United Arab Emirates in China to provide the same convenience and concessions for the Chinese citizens to go to China for free trial and replacement.
It is understood that the Ministry of Public Security and the Ministry of Foreign Affairs and other departments will further expand the scope of China's mutual recognition of driver's licenses with other countries and regions, and continuously improve the international recognition of driver's licenses in China, and more convenient for Chinese citizens to drive out of the country.
