Sponsored by the IEC/TC85 Secretariat (Harbin Electric Instrument Research Institute), organized, planned, and arranged with Schneider Electric and Socomec. First, MT23: IEC60051 "direct action analog pointing electrical measuring instrument" Working Group meeting The first day of the meeting week, that is, on December 8, MT23 held a working group meeting, the meeting was convened by the project deputy director of the table Chen Bo Mr. Ma presided over the meeting. A total of more than ten experts and observers from China, France, Italy, Germany, and Austria attended the meeting. The convener of the project team first reported on the standard project and the work status of each stage, and gave a report to the Chinese expert Nicholas Paulter who undertook the test verification work of the China Electric Instrument Quality Supervision and Inspection Center and the Zhejiang Metrology Institute and made detailed modifications to the draft standard. Mr. and Mr. Xue Dejin, a Chinese expert, expressed thanks. The meeting focused on the IEC 60051-1 CDV draft (questioning draft). The experts discussed how to select the EMC test project and how to cite the international standard IEC61326, how to more reasonably comply with the international standard IEC61010, and how to determine the IP "Level" and other major issues began in-depth discussion. In response to EMC's trial verification work conducted before the meeting, Dr. Zhou Jiyuan of Zhejiang Institute of Metrology made a detailed report on behalf of the experimental group and provided a strong basis for determining the EMC test items in this series of standards. In addition to the standard core technical issues, the experts also paid attention to standard content and skills in writing standards, and spared no effort to provide valuable insights. For example, how to make the standard text more rigorous, and how to quote common standards to make it easier for users to understand, How to divide the remaining parts. In the end, each expert took part in the work according to the arrangement of the convener, and expressed his willingness to actively contribute to this standard project. In short, this is not only a serious, rigorous and efficient technical working group meeting, but also a party where the experts exchange ideas actively and enthusiastically. The meeting successfully completed various pre-determined work targets and received praise from experts. It was agreed that Chinese experts have made more substantive contributions to the international standardization work, and the MT23 Working Group meeting has achieved more than expected results.

Second, WG8: IEC61557 "low-voltage power distribution system (AC ≤ 1000V, DC ≤ 1500V) electrical safety protection measures detection or monitoring equipment" Working Group Meeting December 9, the eighth working group held a meeting. Chinese experts Chen Bo and Chen Wenxin attended the meeting. TC85 Assistant Secretary Han Guiju listened to the conference and provided guiding opinions based on the IEC working guidelines when necessary. The working group has been very active since its establishment and the IEC61557 series of standards developed have been widely used and recognized worldwide. The final draft of IEC 61557-8, IEC 61557-9, and IEC 61557-16 was discussed at this meeting, and the editorial comments made by various national committees on the draft standard were handled. In addition, the other parts of IEC61557 were combed and plans to initiate the revision of the three standards. Chinese experts expressed active support and nominated Chen Wenxin to participate in the standard revision team. Since Mr. Wolfgang Hofheinz, the leader of Working Group 8, will retire at the end of 2014, he proposes that Dieter Feulner succeeds the team leader and the experts unanimously adopted the proposal. At the same time, the working group welcomed Mr. Wolfgang Hofheinz in a special way. Third, IEC/TC85: Electrotechnical and electromagnetic measurement equipment technical committee plenary meeting TC85 plenary meeting was held on December 10th. More than 20 representatives from Germany, France, Britain, the United States, China, Austria, Spain, and Croatia attended the meeting. The representative of China is Chen Wenxin, deputy director of Harbin Institute of Electrical Instrument Research. The meeting began with a welcome address by the Chairman, Mr. Franck Gruffaz, and adopted the agenda. Mr. Pierre Sebellin, Technical Officer of the IEC Central Office, introduced the basic situation of the IEC and updated working rules and regulations. Secretary Chen Bo gave a detailed explanation of the update of TC85's SBP document (Strategic Business Plan), and handled the opinions from national committees on the draft of the draft. The strategic business plan is the basis for a technical committee to carry out its work and future development. It takes into account the current development status of the TC85 and the future-oriented demand. It is closely following the pace of technological development and provides standardization support that is closer to the demand in the technical field of electrical instruments. Keep it updated. The draft after the inclusion of comments from various countries will be submitted to the SMB (Standards Administration) as part of the report for approval and registration. Assistant Secretary Han Guiju made a report on relevant information of the ACEE (Energy Efficiency Advisory Committee), pointing out that energy efficiency is a hot topic of technology. The relevance of the standard should be fully considered in the process of setting standards.

Afterwards, the WG8, WG20, and MT23 working group convenors, as well as some of the Liaison Committee's liaison officers and the chairman's advisory group, respectively, made relevant work reports. According to the schedule of the meeting, the stable date of all publications of TC85 was confirmed, the list of TC85 liaison committees was updated, and the TC85 internal good working rules were discussed and discussed. This specification will have guiding significance for the further improvement of TC85's work quality. After a whole day of intense and orderly work, the meeting successfully completed the scheduled work goals and achieved good results.

IV. WG20: Working Group Meeting on Steady State and Dynamics Measurement and Monitoring Equipment in Distribution Systems The meeting of the 20th Working Group was held on the morning of December 11th and on the 12th, which lasted one and a half days. The business scope of the working group was expanded at the 2012 plenary meeting. At present, its scope of work is not only limited to the two-part standard of IEC 62586 (Power Quality Measurement in Power Supply System), but also undertakes the revision of IEC 61557-12, and A new project was submitted in November 2014 and is currently in the project phase. The meeting discussed the stable date of the published standard IEC 62586 and the revised plan of IEC 61557-12, and dealt with the relevant comments on the new work item item by item. In addition to the work of the working group, the working group also actively cooperates with TC38 and plans to jointly develop an international standard for low-voltage transformers for electric energy metering equipment. The working arrangements for Working Group 20 were compact and productive, and each of the standards for which it was responsible was reviewed to make the future work more clear and efficient.

The “Meeting Week” was successfully concluded, and various scheduled work objectives were completed, especially the China-led 23rd Working Group meeting, which left a deep impression on the participating experts and achieved more than expected results.
